I haven’t set up any automatic creation of backup copies of courses in my site. Any teacher can make a backup copy of their course by going to

      more >> course reuse >> backup

Since I updated to moodle 4.4 I’ve been getting messages telling me to enable asynchronous backups. The place to do this is in

      Administration >> Courses >> Backups >> Asynchronous backup/restore

For people doing new installs of version 4.4 this is going to be enabled by default. It enables the user to continue working on the site without having to wait for the backup process to complete.
